Housing and Shelter Programs for Families
FOTP/CMC offers comprehensive housing solutions and support services designed to help families achieve stability and self-sufficiency. We understand that stable housing is the foundation for family well-being. Our comprehensive approach addresses not just the immediate need for shelter, but also the long-term goals of self-sufficiency, stability, and success for every family member. We work closely with each family to develop personalized plans that address their unique challenges and build on their strengths, ensuring that children have the stable home environment they need to thrive.
Emergency Shelter
FOTP/CMC operates three residences for families experiencing homelessness, two in Lackawanna and one in Luzerne County. providing safe, temporary housing while families work toward permanent housing solutions.
Key Features:
- Comprehensive case management
- Typical stay duration: 30 to 45 days
- Safe environment for families with children
Rapid ReHousing (RRH)
The Rapid ReHousing Program serves families with children who are coming from a homeless shelter or who were street homeless directly prior to entering the program. This program helps families quickly exit homelessness and return to permanent housing.
Key Features:
- Typically 1 to 24 months of rental assistance (typical client receives one year)
- Comprehensive case management for the same duration
- Life skills training
- Transportation assistance
- Employment support and child care assistance
- Empowerment to maintain homes independently
- Rental assistance decreases incrementally until client is responsible for 100% at the end of the program.
Permanent Supportive Housing (PSH) – Families
The PSH Family program serves chronically homeless families (as determined by HUD – 12 months or more of documented homelessness in the last 36 months) where the head of household has a disabling condition (mental health, physical health, or substance use related) that prevents them from obtaining and maintaining housing without supportive services.
Key Features:
- Long-term rental assistance, with families contributing 30% of their income toward rent.
- Ongoing case management
- Operational support including food, furniture, household items, transportation, and education
Permanent Housing
FOTP/CMC operates several single-family residences that provide stable, long-term housing for low-income families. These properties are owned by FOTP/CMC, but leased at affordable, maintainable rates for families to ensure self-sufficiency and stability.
